Charlie has over 25 years of managed care managerial experience for companies in the states of Ohio and New York in both commercial and governmental health plans for organizations ranging in size upwards to six billion dollars. These include Montefiore CMO and Fidelis Care, two New York State companies where he held leadership positions. 

He has extensive experience presenting financial information to various Board and Finance Committees and other key stakeholders. Having built and developed the Care Design NY (CDNY) Finance Department beginning April, 2018, Charlie’s responsibilities at Care Design NY have included financial reporting (GAAP and STAT); building, training, leading, and motivating a staff preparing budgets and forecasts (including rates/revenue projections); been responsible for all internal and external audits; creating processes for good internal control (including billing and collections); stewarding external relationships with banks, investment managers, regulators, insurance agents and other key partners, as well as Benefits and Entitlements.

Charlie graduated Summa Cum Laude from Baldwin-Wallace University with a degree in Accounting and Finance. Formerly licensed in Ohio, Charlie is a licensed Certified Public Accountant in New York.
